As Moem said, it is possible to enter the book details for a "prenum" book without adding your own journal entry- just cancel out of the operation after the book details are in.
What *may* have happened is that the finder went to journal the book, got through the enter-book-details screen, and then realized they had the wrong BCID; if somebody mistypes a number such that it happens to match an as-yet-unused prenumbered label, the finder may not notice anything wrong until they see the "registered by" name/location. (People are welcome to contact BC Support in such cases, as the support team can delete the incorrect entry; otherwise if there's a book out there that *does* have that prenum-BCID in it, a finder might be very confused to see an entry under that number for a completely different title!)
Another possibility: the finder had trouble journaling the book and contacted BC Support for help. If the BCID's been verified, the support team can start the initial-journal-entry process to enter the book details, and then let the finder know that they will be able to journal without any trouble. This even happens sometimes with the person who's trying to register the book, as prenum-label BCIDs sometimes give trouble. In either of those cases, the finder or the person who registered the book may come in later and add or edit a journal entry.
